The VIN_SCALE_MONITOR command sets the gain (KVIN) by which the input sensed voltage at the DUT (VIN_DUT) is scaled to generate
the reading for the READ_VIN command. READ_VIN = VIN_DUT × KVIN, where KVIN = Y × 2N.
